Write fleet RFP requirements as testable acceptance criteria

An RFP should describe operating outcomes, source data, roles, exceptions, performance thresholds, implementation responsibility, commercial assumptions, and proof—not ask vendors to mark hundreds of ambiguous features yes or no.

System mechanics

For each critical workflow, define trigger, required fields, permitted latency, responsible user, action, approval, audit record, integration, export, and failure handling. Keep mandatory requirements separate from scored preferences and roadmap discussion.

Control points

Issue one data and scenario pack, require written assumptions, prohibit silent substitutions, normalize pricing, and preserve clarification answers in the contract. Score configuration and partner dependency explicitly.

Acceptance test

Convert the ten highest-weight requirements into scripted demonstrations and pilot acceptance tests. A vendor should not receive full credit for a slide, mockup, or roadmap response.
